Job Description

The Procurement Manager provides leadership and direction to the assigned Procurement team and staff. Interfaces with the program managers, capture managers, or customer support department on requirements, contract deliverables, and other matters as needed. Coordinates and manages various activities involving the sourcing, soliciting, purchasing, and subcontracting of goods and services for comprehensive support of Logistics and Supply Chain Services. The position involves strategic sourcing process to leverage spending, increase value, and reduce administrative and tactical tasks through long term relationships, partnerships, or teaming arrangements. Manages a wide range of diverse administrative, technical, logistical, and procurement personnel to provide customers, both internal and external, with quality, cost efficient and on-time procurement services. Administers guidance and direction to confirm strict adherence to regulations and company policies regarding procurement processes and strives to minimize use of company resources while maximizing profitability. Provides formal training or On-the-Job Training (OJT), to new employees on procurement processes and procedures in accordance with company and departmental policies.

Supplier Relationship Management:

  • Develop and maintain relationships with suppliers in the aerospace and defense industry.
  • Evaluate supplier performance to ensure adherence to quality and delivery standards.
  • Increase strategic partnerships for long-term support of procurement requirements.

Subcontracting & Procurement Processes:

  • Supervise end-to-end procurement processes, including solicitation of quotes and issuance of purchase orders, and requisition review, supplier selection, and negotiation.
  • Collaborate with internal stakeholders to understand procurement requirements.
  • Develop Statements of Work and manage complex purchase orders or subcontracts.

Market Analysis:

  • Develop sources of supply and repair and obtain information on product and/or service specifications for long term pricing or basic ordering agreements.
  • Conduct market research to identify potential suppliers and stay informed about industry trends.
  • Analyze market conditions to optimize procurement strategies.
  • Define and develop proposal strategies, themes, and discriminators; Identify cost, resource, and schedule requirements.

Cost Negotiation:

  • Negotiate favorable terms and pricing with suppliers.
  • Identify cost-saving opportunities without compromising quality or timelines.

Compliance and Documentation:

  • Ensure procurement activities comply with relevant regulations and internal policies.
  • Maintain accurate and organized documentation for audit purposes.
  • Provide support and data as requested for administrative purposes and in support of the Quality Management System.
  • Review and evaluate department performance data to determine contractual compliance; identify and build upon areas of success; pinpoint areas of need and develop and implement strategies to strengthen those areas.

Risk Management:

  • Identify and mitigate risks associated with the procurement process.
  • Implement strategies to address potential disruptions in the supply chain.
  • Provide support and data as requested for administrative purposes and in support of the Quality Management System.

Supervisory Responsibilities:

  • Manage a wide range of diverse administrative, technical, logistical, and procurement personnel to provide customers, both internal and external, with quality, cost efficient and on-time procurement services.
  • Provide leadership and guidance to determine and promote personnel improvement or initiate corrective measures, as necessary.
  • Effectively manage procurement and customer service teams focused on efficient approach, processes, and procedures.
  • Provide daily direction and guidance to procurement and customer service teams for execution of duties to ensure support of internal program managers and contract standards are maintained.
  • Recruit, interview, hire, and train new staff.
  • Manage procurement team's workflow (assign customer base, designate specific department responsibilities, delegate specific tasks) and monitor for efficacy; revise or adjust, as needed.
  • Conduct Performance Evaluations provide constructive feedback and develop Performance Improvement Plans if necessary.
  • Motivate team members and create strategies to boost productivity.
  • Coach, counsel, and discipline employees, enforce policies and procedures, and manage timekeeping.

Quality Management:

  • Create, update, and maintain current department processes and procedures in support of ISO certification and Quality Management System.
  • Understands and performs functions in accordance with AS9120:2016 and ISO9001:2015
  • Protect and control proprietary documents and processes.

Other Duties:

  • Work with management on process improvement, implementation, training, and execution of assigned work.
  • Travel in support of conferences, meetings, reviews, and other related activities, possible CONUS and OCONUS travel.


Education

  • BS degree in engineering, business, logistics or related field required. Related work experience may substitute for the education requirement. Each 2 years of related experience is equivalent to 1 year of college.

Experience

  • Minimum ten (10) years' experience in a related field is required.
  • Requires experience in both commercial and direct military major MRO services and complete understanding of sourcing, purchasing, shipping, and receiving of aircraft and aircraft system components.
  • Minimum - six (6) years of experience in a supervisory, management or leadership role required

License, Cert or Registration

  • Current drivers' license, proof of U.S. citizenship or proof of authorization to work in the U.S. and the ability to satisfy a background investigation to obtain a security clearance.
  • Within 12 months of hire, must possess one of the following certifications:

Institute for Supply Management (ISM)

Accredited Purchasing Practitioner (A.P.P.)

Certified Purchasing Manager (C.P.M.)

Certified Professional in Supply Management (CPSM)

Council of Supply Chain Management Professionals (CSCMP)

SCPro Level One, Two, or Three

Other Equivalent Certification

Special knowledge, skills, & abilities

  • Must be proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Must have extensive knowledge of USAF logistics processes and systems along with commercial purchases practices; SOR and SOS related contracting procedures and procurement processes.
  • Excellent verbal and written communication required as well as, the ability to speak effectively before groups of customers/employees.
  • Must be self-motivated with a results-driven approach.
  • Must possess strong supervisory and leadership skills.
