Job Description

Position: General Clerk III/APT Coordinator

Location: Army ACES, Education Support Services, Fort Knox, KY

Type: Contractor; SCA; Hybrid 2 days onsite

Schedule: Monday - Friday; 7AM -4 PM

Job Summary: IBEX IT Business Experts, LLC is seeking a General Clerk III/APT Coordinator in Fort Knox, Kentucky. This position will provide support to the Army Personnel Testing (APT) Program Support. The APT program uses standardized tests to determine eligibility for specialized training and to support the Army's personnel selection and classification process, including language proficiency testing.

Qualifications:

* Required: Minimum of a High School Diploma or GED required

* Required: 2 years of office and customer service experience

* Required: Intermediate knowledge of Microsoft Word, PowerPoint, Excel, and Outlook

* Required: Eligible to obtain security clearance, and gain and maintain access to government onsite location

* Required: Effectively communicate verbally and in writing in English

* Preferred: Experience: 2-3 years in relevant work or previous experience with JST program

* Preferred: Understanding of military concepts and procedures required and former military experience including Wounded Warriors, veterans, and retirees

* Must have the ability to telework effectively with stable internet access

Responsibilities:

* Serve as liaison between multiple teams in a team lead manner

* Completes monthly reports for multiple teams

* Work with Microsoft Office Suite to produce professional, accurate documents as needed

* Support the workplace climate treating everyone with honesty, dignity, and respect, free from harassment and discrimination.

* Promote customer satisfaction by providing stakeholders with professional and helpful service.

* Promote the achievement of business results in a timely manner; carefully, thoroughly and accurately within the established guidelines

* Use proper workload management and time utilization techniques.

* Provide administrative and functional support to the Army Personnel Testing (APT) program

* Maintain and update APT account records to include personnel and test accounts in APT databases, ArmyIgnitED, and APT milSuite.

* Provide System access/usage to PAT personnel

* NLT every Thursday, maintain an electronic record pertaining to exceptions to policy (ETP), compromises, investigations, recommendation and decisions. Make records available to the entire team via the shared drive.

* Daily, contractor shall ensure that test materials are maintained and secured IAW AR 611-5. Test compromises notifications should be reported to APT Program Manager within 24 hours IAW 611-5.

* Provide system access/usage and policy/procedure support to testing personnel in the field/verification and access to APT milSuite.

* Respond to inquiries by providing information regarding the APT program via email and APT milSuite. Maintain and update APT milSuite information to ensure the accuracy.

* Submit draft APT updates for review to APT Program Manager NLT three business days after updates are available. NLT three business days after receiving corrections, re-submit final copy of APT updates to APT Program Manager for approval and upload onto the ACCESS website and APT milSuite.

* Annually review and make recommendations to policies, procedures and SOPs associated with the APT program. List all findings in the MSR - if none, so state.

* Use database management knowledge for decision support information and apply knowledge from AR 621-5, AR 611-5, AR 11-6, USMEPCOM Reg 611-1, APT TCO Handbook, and other current policies. (See appendix for handbook reference)

* Routinely interface with Army staff agencies, including, but not limited to: TRADOC,

HRC, Defense Manpower Data Center (DMDC), Defense Language Office (DLO), Defense Language Institute (DLI), Manpower Accession Policy Working Group (MAPWG), United States Military Entrance Processing Command (USMEPCOM), other Army and Government agencies. Also, shall interface with other organizations affiliated with ACCESS.

* Annually, conduct APT inventory for the paper-based APT materials in IAW 611-5.

* Annually, conduct APT Account Validations within 30 days for all APT test accounts from the date provided by APT Program Manager. Notify the APT Program Manager with any discrepancies.

* Respond to inquiries by providing clarification and guidance to APT personnel IAW Army regulations and policies

* Notify APT personnel of important policy changes or new language test releases provided by Government Program Manager

* Provide oversight to the Army's Postsecondary program and Army's Joint Services Transcript (JST) program

* Serve as a liaison for APT, Postsecondary, and JST stakeholders

* Provide continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service

* Compose and prepare a variety of correspondence from verbal or written instructions

* Assist with general office administrative duties. Will routinely be required to perform some clerical work in addition to the above duties

* Other duties assigned

Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment.

Appearance: All personnel shall be attired in business casual clothing for daily work. Attire worn should always ensure employees safety from working conditions (long pants, appropriate shirts and close toe shoes as required): on occasion, staff may be required to wear a business dress for certain activities.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb stairs; talk or hear. The employee must occasionally lift or move office products and supplies, up to 20 pounds.
