Job Description

Summary

Provides Environment, Health and Safety (EHS) functional leadership and management to the Hobart site. Develops and implements a comprehensive EHS Program that is in compliance with Mallinckrodt and regulatory requirements. Acts as a program and project liaison between Mallinckrodt Corporate EHS and the site. Tracks environmental, OSHA and biological safety compliance, monitors performance and trends, and facilitates corrective actions as required. The EHS Manager will also champion projects to achieve location, department and company goals/objectives while acting as the subject matter expert resource to employees and customers.

Essential Functions

Policies & Programs that Ensure Employee Health & Safety

Ensures policies, programs and systems are developed, implemented and audited in a manner that ensures compliance with required local/state/country regulations as well as company policy Assures EHS functions, resources and processes are appropriately integrated with operating organizations to provide alignment of EHS support and appropriate involvement on the part of other groups. May serve as liaison to Corporate task forces and other groups as appropriate. Consults with departmental and group heads on matters of EHS risks and management systems Provides reports, trends, analysis, subject matter expertise, and recommendations for critical safety decisions and solutions to address any deficiencies, gaps, or opportunities for improvements related to EHS Assures that the processes are in place to evaluate and conduct near miss, incident, injury and illness investigations to discover root causes and develop corrective actions to prevent reoccurrences.

Facility in Compliance with OSHA, EPA, NYSDEA, and DOT Safety Requirements

Develops and ensures implementation of management systems to meet applicable governmental regulations and Corporate requirements; ensures inspection readiness. Maintains records and monitor programs to achieve compliance per above. Ensures completion of cGMP compliance and SOP training for staff. Develops and implements EHS training programs to meet EHS, regulatory, and compliance requirements. Monitors relevant and applicable regulations and accepted best industry practices and implements programs and systems at assigned site and if applicable for enterprise wide consideration. Maintains and executes an EHS compliance calendar for all required regulatory and policy activities. Serves as the site liaison and contact for internal and external EHS agencies. Reviews proposed projects for EHS impacts and management of change requirements. Reviews new products for site operational EHS impacts and communicates EHS risk issues to new product project teams. Maintains OHSA injury and illness recordkeeping compliance and serves as the site approval for all recordkeeping decisions.

EHS Monitoring Demonstrates Functional Peers are Engaged in Achieving Employee Health & Safety Outcomes

Builds partnerships with directors, managers, supervisors and employees to gain their support for EHS actions by being visibly involved, setting the proper example, and leading positive change. Champions the implementation and maintenance of the corporate EHS management system. Schedules, develops and administers safety/environmental audits of the location. Ensures Industrial Hygiene and Medical monitoring programs are implemented and functional as necessary for site operation. Implements workplace hazard assessment and solution programs. Oversees compliance and performance monitoring for site Process Safety Management Program activities and projects. Monitors chemical safety performance for location(s) and ensures technical support is available to maintain regulatory compliance and continually improve effectiveness of the system.

Site Environmental Permits Maintained

Prepares and maintains all elements of the environmental permits required for the site. Ensures compliance with hazardous waste regulations (local/state compliance) and assists location personnel in consolidating hazardous wastes (chemical, radioactive, and/or medical) in a safe and efficient manner. Ensures compliance with sewer use and water discharge guidelines (local/state compliance). Ensures compliance with Air Permitting, testing and discharge guidelines (local/state compliance). Ensures required environmental analytical testing and recordkeeping requirements are performed and acts as the final EHS reviewer to ensure the highest quality of the work.

Employees Demonstrate Ability to Apply EHS Requirements

Manages the design and implementation of training practices which emphasizes regulatory requirements and promotes the effective demonstration of EHS behaviors by employees. Provides guidance to the Sr. Site Director and coaching to individuals throughout the organization to ensure that EHS responsibilities are understood and embraced. Provides education and coaching to raise the level of EHS awareness to ensure that employees understand and accept EHS policies and practices as a fundamental part of each individual's job responsibilities. Grows a positive EHS culture across the organization. Ensures adequate resources for technical advisory and leadership capacity is available and assigned for location EHS (Environmental, Safety, Green Team, etc...) Committees. Works with peer operations and functional group managements to develop, implement and communicate safe operating practices (SOP) or Work Instructions.

Impacts of EHS Regulations are Translated to the Organization

Ensures that EHS protection programs are established and that there is compliance with legislation, reporting any deficiencies to management and develop mitigation plans. Introduces global policy, strategy and integrated EHS management system to the site and translates into best-practice site-specific programs. Proactively keeps abreast of all current and future regulatory requirements to ensure that the site takes a proactive approach to compliance with EHS requirements. Provides safety engineering, fire prevention, occupational hygiene, loss control and environmental input into major capital projects and potential new products to be manufactured/packaged at the site. Analyzes and communicates EHS trends, leads location EHS review meetings .

Minimum Requirements

Education / Experience / Skills:

Education:

BS degree in EHS or related Science field is preferred, Equivalent experience in EHS practice is considered.

Experience:

  • A required minimum of 7 years' experience in a pharmaceutical or related manufacturing industry with direct responsibility for Health, Safety, and Environmental and preferred 3-5 years of EHS leadership responsibility. High familiarity with OSHA, DOT and EPA regulations and GMP procedures

Preferred Skills/Qualifications:

  • Thorough understanding of EHS procedures; analytical and problem-solving skills; supervisory skills and experience; strong communication skills (speaking and listening); knowledge of EHS regulations and best practices; technical writing; conflict resolution skills; computer literate; team building skills; a desire to develop others through coaching and facilitation. Preferred knowledge and understanding of applicable global regulations.
  • Other Skills/Competencies:
  • Basic management skills to include formalized methodologies, written and verbal communication skills, and strong business acumen. Experience with personnel leadership skills and ability to manage within complex organizational environments. Experience with driving Root Cause Analysis result improvements. Incumbent will be required to adequately function with basic software programs (Microsoft Office Suite, etc.).

Working Conditions:

  • The EHS Manager will perform the above-mentioned duties at the Location.
  • The work will be done mostly in the office, laboratory, and operations environment.
  • Position may require moderate to strenuous physical work necessary for emergency response, analytical sample collection and hazard observation duties.
  • Position will require travel to other internal sites and/or other companies on an infrequent and assigned basis.
  • The role will report to the Senior Site Director
